Reason for Recommended Action/Background
The European Grapevine Moth (EGVM) was first detected in a vineyard in the Oakville area of Napa County, September 15, 2009. The pest is found in southern Asia, Europe, North Africa, and parts of South America; it primarily damages grapes, but can feed on stone fruit and other crops. Since the initial find, trapping and surveys have found additional sites that have prompted the California Department of Food and Agriculture (CDFA) to designate quarantine areas to prevent further spread of the pest. CDFA has proposed a statewide delimitation (insect trapping) program to determine the current extent of EGVM in all grape production areas. Yolo County grape production totals more than 13,000 acres and consistently ranks in the top five crops with regard to total value. This contract would cover the costs related to trapping under the delimitation program developed by CDFA.

This agreement is with the California Department of Food and Agriculture. The County Division of Financial Services was consulted, and County Counsel has approved the agreement as to form.

Further explanation as needed:
Costs for running the trapping program will be offset by the revenue received. The contract amount of $70,820 was included in the Agriculture Department's 17/18 estimated revenues and expenses. This agreement crosses the fiscal year; we estimate revenues of $30,500 for fiscal year 2017/18, and $40,320 for fiscal year 2018/19.
