Reason for Recommended Action/Background
In order to complete the integration of Environmental Health with Community Services, the hazardous materials unit needs a new storage and garage facility to relocate supplies and their emergency response vehicle.  They are currently taking space at the Bauer building and lot, which is needed by Health and Human Services.

The General Services Department will be completing this project on behalf of Environmental Health. Once approved, General Services will coordinate the purchase and installation of a 35x35x13 metal building, installation of electrical and water services, HVAC unit, and roll up door which will accommodate the existing need.

Funding for this project has been identified through Environmental Health's restricted fund balance. The anticipated project budget is reflected below:

Project Expenditures
Purchase and Installation of Metal Building $106,000
Electrical and Sewer Work $19,000
HVAC Work $10,000
Roll Up door $13,000
Total Project Expenditures $148,000

Restricted Fund Balance $148,000
Total Project Revenues $148,000
Collaborations (including Board advisory groups and external partner agencies)
General Services Department, Department of Community Services -  Environmental Health Division, Department of Financial Services.
Competitive Bid Process
General Services received quotes for the building and installation from various vendors ranging from $27,700 to $64,700.  General Services will award project to the lowest bidder.

Once the building is received and installed, General Services estimates the remaining work for HVAC, concrete, electrical, sewer and other various tasks not to exceed $120,230.  All of these trades will be performed by contractors who have opted into the California Uniform Public Construction Cost Accounting Act (CUPCCAA) which allows for public projects less than $175,000 to use the informal bidding procedures set forth in section 22032(b) of the Act.
