Reason for Recommended Action/Background |
In January of 2017, the County entered into an agreement with Ponticello Enterprises to provide project management services for the extension of potable water from the City of Davis to the North Davis Meadows CSA. As the project has evolved over time from a dual-use system to all water uses connected to the City of Davis, the services have involved more extensive effort to coordinate alternatives and respond to community concerns. The compilation of a State Revolving Fund (SRF) loan package has also been more extensive than anticipated. The third amendment to this contract is to see the project to completion, providing coordination efforts between the County, City and engineers; further efforts related to the SRF loan package following State review; and ultimately coordination of the bid/award process for construction, construction management and closeout.
This amendment is before the Board of Supervisors as Ponticello Enterprises has also provided services related to the Wild Wings CSA, resulting in compensation over $100,000 this year. |

This agreement was sole sourced due to initial project delays, lack of staff resources and expertise to properly manage the complexities of this project and the vendor's experience and expertise in engineering, project management, CEQA, Proposition 218 and SRF processes, and County and City agency/utility coordination and construction management. |

These costs will be covered by the North Davis Meadows CSA Operations fund, ultimately to be reimbursed by a SRF loan. Successful Proposition 218 proceedings were concluded on March 20, 2018 to repay the loan. Funding for this contract will be included in the 2018-19 budget. |
