Reason for Recommended Action/Background |
The Turning Point Community Programs Housing and Supportive Services program provides housing subsidy and vocational training for Seriously Mentally Ill (SMI) Mental Health Services Act (MHSA) consumers as well as clients approved by HHSA as eligible to receive general systems development and outreach and engagement services. It also assists the agency in developing an individual client plan for each, based on individual assessment of housing, vocational and support needs and desired outcomes of reducing homelessness, reducing involvement with the criminal justice system, reducing psychiatric hospital stays, reducing Institutes for Mental Disease (IMD) placements, and ensuring access to all services necessary to live in the least restrictive community setting possible.
Approval of this Amendment will allow an increase to the contract maximum in order to reimburse for actual expenditures through fiscal year 2017-18.
The performance measures included in this agreement are as follows:
Performance Measures were not included in this agreement, however, are included in new Turning Point Community Programs agreement for the Housing and Supportive Services, as result of the RFP that was issued on June 21, 2017. |

Competitive Bid Process |
On March 26, 2014, Yolo County Alcohol Drug and Mental Health, now known as Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community based organizations to provide Housing and Supportive Services. HHSA received one proposal from this solicitation, from Turning Point Community Programs. After evaluation the proposal was determined to meet all of the qualifications to provide these services.
On June 27, 2017, the Yolo County Board of Supervisors approved the Fifth Amendment to Turning Point Community Programs to extend the term of this agreement for an additional three months, through September 2017. This extension was needed to ensure no interruption of services, while HHSA issued a new RFP for the Housing and Supportive Services. |

No general funds are required by this action. These services are funded by a combination of Mental Health Services Act (MHSA), Medi-Cal and realignment funds. The amount of $27,322 is included in the HHSA adopted budget for FY17-18.
