Reason for Recommended Action/Background |
In December of 2017, the County became aware of violations of the Wild Wings Wastewater Recycling Facility's discharge permit, as well as significant repairs and maintenance required to continue to operate the facility safely. Immediate hauling services were needed to address the conditions of the plant and to facilitate compliance with the County's wastewater discharge permit. The County entered into an agreement with Fremouw Environmental Services on December 22, 2017 for transportation and disposal of hazardous waste materials. That agreement has since been amended to adjust the fee schedule and add fees that were previously omitted from the contract. This second amendment is to raise the total compensation of the contract specifically to facilitate the necessary cleaning of the stormwater drainage pond. Per the County's procurement policy, the new contract amount requires Board approval. |

Competitive Bid Process |
Emergency conditions at the Wild Wings Wastewater Recycling Facility required immediate selection of a hauler to retain the State permit to operate the facility. Hauling service proposals were received from four vendors. Fremouw's costs were among the lowest and they had participated and been selected in recent competitive RFP processes for similar on-call services at the landfill, the public works yard and the Esparto Recycling & Transfer Station. The County has been satisfied with the vendor's performance for similar scopes of work. |
