Reason for Recommended Action/Background |
In July 2014, a five year contract with SCI Consulting Group was approved to perform feasibility analysis and public opinion survey, assessment engineering, proposition balloting and other professional consulting services. The contract term is July 1, 2014 - June 30, 2019. The amount of the contract was not to exceed $98,000. Annual levy administration service
fees are identified in the contract. The cost for Fiscal Year 2018-19 is $7,500. In 2015, after gaining property owner ballot support, the benefit assessments were first established to provide funding for the maintenance and operations for a community park and aquatic center in Esparto.
The original Engineer’s Report prepared for the Assessment District was based upon the originally planned location. A location change was approved in March 2017 by the California State Department Parks and Recreation. The location change necessitated revisions to the original assessment engineering pertaining to the assigned Zones of Benefit. On June 6, 2017, the Board held a public hearing and adopted a resolution approving the revised engineer's report and ordering levy of continued Esparto Park Maintenance and Operations Assessment for Fiscal Year 2017-18. The existing contract was amended to include this additional service. The additional cost for Fiscal Year 17/18 was $5,000, The new contract total amount was not to exceed $103,000.
The Landscaping and Lighting Act of 1972 requires that an annual Engineer’s Report be prepared by a licensed professional engineer and establishes other requirements for the continuation of the assessments. In order to continue to levy the assessments, the Board will need to adopt the resolution to direct SCI Consulting Group, the assessment engineer, to prepare an Engineer’s Report for fiscal year 2018-19. This Engineer’s Report will include the proposed budget for the assessments for fiscal year 2018-19, the special and general benefit findings to support the assessments, the updated proposed assessments for each parcel in the District, and the proposed assessments per single family equivalent benefit unit for fiscal year 2018-19. After the Engineer’s Report and assessment roll are completed, they will be brought back to the Board for your review and consideration. If the Board preliminarily approves the Reports, a noticed public hearing will be subsequently held to allow the public to provide input on the proposed budgets, services and continued assessments, and to allow the Board to make a final decision on the continuation of these important assessments. The preliminary Engineer’s Report is scheduled to be presented to the Board on May 8, 2018. |
