Approve a three-year agreement with two one-year options to extend with Mead & Hunt, Inc. for airport engineering and planning consulting services through December 31, 2021 that is not to exceed $1,500,000. |

Reason for Recommended Action/Background |
Mead & Hunt was selected as the consultant of choice during a competitive review process which was posted on Bidsync. Two firms submitted proposals for architectural and engineering services and one firm submitted a proposal for aviation planning services consultant. An independent review committee unanimously selected Mead and Hunt for both aspects of the Airport Improvement plan and the scope of work is combined into one contract. Mead & Hunt has been providing these services to the county for many years and continues to be an experienced and responsive contractor with a full range of capabilities to satisfy our anticipated future compliance, design and construction needs. Because the county issued a Request for Qualifications only, none of the bidders provided their cost structures at that stage. Mead and Hunt's cost structure was then requested and found to be in line with their rates for the prior contract.
The work by this consultant will allow for continued airport improvements in order to (1) comply with existing State and Federal regulations, (2) provide safe and adequate runway, taxiways and other facilities that are free from obstructions, (3) improve airport operations, and (4) increase potential revenues through additional airport development. Funding for this contract is through the County's annual FAA grant award.
This contract also requires Mead & Hunt to submit a separate work order and budget prior to beginning any specific project. It is further timed to commence January 1, 2018 to dovetail with the December 31, 2017 expiration of our existing consulting contract. The $1.5 Million cap is for estimated potential costs to be incurred for as-needed services for implementation of the airport improvement plan which currently totals $5,000,000 in projects for the same time period. |

There is no general fund impact. All funding for these services are provided from Federal and State grants, and included in the county airport FY 2017-18 budget. The Airport Capital Improvement Program does not include a FY18 project, therefore there will be minimal expenditures the remainder of this fiscal year. Funding for this contract will be included in subsequent fiscal year budgets. |
