Budget Resolution 16-92.12 was approved on January 24, 2017 for the purchase of the NIST data system and Budget Resolution 16-92.16 was approved on February 21, 2017 for the replacement of nine Livescan units. Due to timing issues with the NIST data system, the installation was not completed. Therefore, the purchase of the upgraded Livescan units was delayed, and the project was not completed last fiscal year. The Sheriff’s Office is now ready to complete the NIST data system install and the replacement of the Livescan systems throughout Yolo County, and is now requesting Board approval of the budget resolution and the authority to purchase the fixed assets as described below.
The Sheriff's Office collects fingerprints from all individuals at the time of booking, which are electronically captured via Livescan and then passed through to the California Department of Justice (DOJ) database. Assembly Bill 674, Statutes 2012, Chapter 205, identifies funds collected as part of the vehicle registration fee to be set aside for the maintenance of these electronic fingerprinting terminals. As technology advances, Livescan terminals reach end of life status and need to be upgraded. As part of fiscal year 2017-18, the Sheriff's Office is proposing to replace eleven currently existing Livescan terminals throughout the County, including terminals located at Yolo County Probation, the Sheriff's Office, and the incorporated police departments. Two of these replacements will have an integrated barcode scanner for DNA samples submitted to DOJ for further tracking capabilities and searching functions.
Along with the collection of fingerprints from all individuals at the time of booking, the Sheriff’s Office is looking to install a new NIST data system which ties fingerprints with mugshots. The NIST Manager Plus will create a seamless system with one interface that will store the fingerprint images at the time of capture and create a record that can also include associated image data (mug shots, etc.) and electronic documents. By tying all Livescan fingerprint actions and mugshot and arrest information in Yolo County together and storing them at one server, we can create a database searchable by multiple variables; which can tremendously aid and accelerate the criminal identification process. All new transactions and historical prints on file will be stored as a record in this searchable database available to the Sheriff's Office and local police departments. These records can be sealed as well, to accommodate court order processes. The server, the transaction controller, will connect to the California Department of Justice and pass through the electronic fingerprint information as current practice dictates. Having this database in place will set the groundwork necessary for the collection of fingerprints and criminal identification in the field using mobile scanners. Sheriff's Office staff is currently researching vendors for the provision of mobile identification terminals.
On January 24, 2017 and February 21, 2017, the Board of Supervisors approved the purchase of the NIST Manager Plus system and the replacement of nine Livescan units. Due to timing issues with the NIST system install, the Sheriff’s Office was not able to complete the project last fiscal year. The Sheriff’s Office and DataWorks are now poised to complete the project in the current 2017-18 fiscal year, as well as replace three Livescan terminals not previously approved.
The Sheriff's Office is therefore requesting approval for a one time use of fund balance RAN funds to purchase the Livescan terminals and mobile capture devices.

Purchasing will assist with the purchase of any fixed asset items. County Counsel and the Department of Financial Services reviewed the budget resolution. IT will assist with network connectivity issues. The established RAN Board has met and approved the purchase of these items. |
Competitive Bid Process |
DataWorks is the preferred vendor for this equipment, as there is already existing infrastructure in place to support DataWorks terminals and software. Choosing a new vendor and replacing this infrastructure would not be cost effective. A sole source document is on file with Purchasing.

The Sheriff's Office is requesting $365,000 of these RAN Funds for the purchase of replacement Livescan terminals and a NIST Manager Plus system. The requested funds will not be considered a part of the department’s ongoing operations for budgetary purposes. |
