Approve first amendment to Agreement No. 16-191 with Universal Services Recycling, Inc. for on-call collection and recycling of ferrous and non-ferrous metals, including the servicing of appliances collected from the Yolo County Central Landfill, the Yolo County Construction and Demolition Recycling Facility, and the Yolo County Esparto Convenience Center, to increase the maximum compensation to the County by $47,000 and extend its term through November 30, 2018. Recommended Action
Approve First Amendment to Agreement No. 16-191 with Universal Services Recycling, Inc. for on-call collection and recycling of ferrous and non-ferrous metals, including the servicing (removal of Freon, oil, capacitors, fluorescent bulbs, batteries and mercury switches) of appliances collected from the Yolo County Central Landfill, the Yolo County Construction and Demolition Recycling Facility, and the Yolo County Esparto Convenience Center to increase the maximum compensation to the County based on American Metals Market (AMM) compensation rate formulas and extend its term through November 30, 2018.

Reason for Recommended Action/Background
The landfill, C&D and transfer station operations currently accept 2,400 tons annually of discarded scrap metal, cords, capacitors, microwaves and appliances from residents and businesses.  The current collection agreement is based upon AMM pricing formulas that were reflective of the market values in 2016 when the original agreement was signed.  Due to a significant increase in ferrous and non-ferrous values and a decrease in copper, it was appropriate for the County to renegotiate the AMM pricing formulas.  Therefore, we request that the Board approve this contract extension to increase the maximum compensation to the County.

A Request for Proposals was conducted in BidSync in 2016 when the original Agreement No. 16-191 with Universal Services Recycling, Inc. was signed.
