Reason for Recommended Action/Background |
The Yolo County General Services Department, Parks Division operates and maintains a boat launch facility on behalf of the State of California Wildlife Conservation Board (WCB) under a long term lease agreement, which currently extends through 2023. This facility provides the public with recreational opportunities such as river access, picnicking, fishing and boat launching. Based on surveys conducted by County staff as part of the 2016 Sustainable Parks Study, it is estimated that the site accommodates over 13,000 visits per year (including 4,000 boat launches).
In 2006, the Yolo County Board of Supervisors authorized the Parks and Resources Department to apply for a Department of Boating and Waterways grant for improvements to the Knights Landing Boat Launch Facility. In subsequent years, the financial situation of the County and loss of key staff forced the project to be suspended as the time to complete construction under the grant would be impossible to meet. However, the design portion of the improved ramp was completed in 2015 by Bluewater Design Group (Bluewater) and the remainder of the grant had to be returned to the state.
In February of 2017, the Parks Division was awarded a $1.45 million grant to complete construction of the newly designed ramp. Prior to the grant application submission, the county confirmed with Bluewater that they would continue as our engineer of record under the new grant. However, once the grant was awarded and the Notice to Proceed was received from the WCB in July 2017, calls and letters to Bluewater went unreturned and staff eventually determined that the business had closed.
Although Bluewater completed the improvement plans in 2015 and provided the Parks Division with hard copies, Bluewater did not provide AutoCAD files of the completed plans prior to going out of business. Without the AutoCAD files and a new engineer of record, the project has been stalled. In order to complete this project, a replacement firm must be hired to recreate the plans and make changes as required by any of the permitting agencies. The new engineer will also serve as the engineer of record for the project and will ensure the plans meet current building codes so they can be used for permit submission and public bidding. The cost of recreating this work is not covered in the current project budget and therefore we are requesting additional county matching funds to make this project successful. |

Competitive Bid Process |
Due to the time sensitive nature of this grant project, the 2017-2020 On-Call Consulting contractors providing engineering services were sent information regarding this project and asked to prepare a proposal. Staff received responses from four firms: APTIM, GHD, KSN, and Laugenour and Meikle. Staff is currently evaluating the proposals and believes the work can be completed for $100,000.

Due to the closure of Bluewater Design, the County must request General Fund Contingency funds in order to complete design plans for the Knights Landing Boat Launch Improvement Project, and to serve as the engineer of record during the construction phase of the project. However, it is anticipated that up to 75% of the cost may be reimbursed by the grant.
