Recommended Action |
- Approve third amendment to Agreement No. 14-169 with CommuniCare Health Centers, Inc. to extend the term through September 30, 2017; increase the maximum compensation by $75,000 for a new contract maximum amount of $975,000;
- Approve fifth amendment to Agreement No. 14-112 with Turning Point Community Programs to extend the term through September 30, 2017; increase the maximum compensation by $90,000 for a new contract maximum amount of $1,480,592; and
- Approve first amendment to Agreement No. 14-80 with Rural Innovations in Social Economics, Inc. (RISE) to extend the term through September 30, 2017; increase the maximum compensation by $67,580 for a new contract maximum amount of $878,537.

Reason for Recommended Action/Background |
In April 2017, the Yolo County Health and Human Services Agency (HHSA) issued Request For Proposals (RFPs) for the Latino Outreach/Mental Health Promotores; Housing and Supportive Services; and Rural School-Based Mental Health Services Access and Linkage Program services.
Subsequently, HHSA received only one proposal for each RFP issued. In response, the Yolo County Board of Supervisors recommended that these RFP's be re-issued in an effort to ensure the process is fair, ethical and competitive, while also maintaining high quality services to Yolo County residents. The RFP's will be reissued on June 21, 2017.
Approval of the three amendments will 1) extend the current contract term through September 30, 2017; 2) increase maximum compensation for the three months; and 3) change contract terms so there is no interruption of services while the RFP's are reissued. The original term of these three contracts is July 1, 2014 through June 30, 2017. For Fiscal Year 2017-18, the mental health services provided by these contracts will be processed through the re-issuance of RFP’s on June 21, 2017.
In total, HHSA is amending three contracts with CommuniCare Health Centers, Inc., Turning Point Community Programs, and Rural Innovations in Social Economics, Inc. These amendments are being presented to the Board of Supervisors for approval because the HHSA contract aggregate amount exceeds the $100,000 threshold. Therefore, HHSA is requesting the approval of these amendments, as detailed below:
- CommuniCare Health Centers-Community Outreach and Rural Engagement (CORE) Integrated Behavioral Health (IBH) outreach to Yolo County Latino/Hispanic residents Amendment #3
- Turning Point Community Programs-Adult Outpatient Specialty Mental Health Housing and Supportive Services Amendment #5
- Rural Innovations in Social Economics, Inc.-Mental Health Services Act, Prevention and Early Intervention Services Amendment #1

There are no general funds required for these amendments. These amendments will be funded by a combination of Mental Health Services Act (MHSA), Medi-Cal and realignment funds. This funding is included in the HHSA FY17-18 proposed budget.
