Recommended Action
Approve and authorize the Assistant County Administrator to sign agreement with Kinsey & Kinsey, Inc. in the amount of $150,000 to provide review, assessment, and continuing consultation and professional services with regard to the County’s implementation of the Infor Enterprise Resource Planning software (ERP), for the period of September 15, 2016 through June 30, 2018.

Reason for Recommended Action/Background
On April 1, 2014, the County entered into an agreement with Infor Public Sector, Inc. for the purchase and implementation of the Infor Enterprise Resource Planning (ERP) software.  The ERP includes systems for Finance, Procurement, Payroll, Timekeeping, and Human Resources (HR).  The HR and Payroll systems went live in March 2015, and the Financial and Procurement systems went live in November 2015.  Related implementations for Timekeeping and Talent Management are ongoing, and the Budgeting system implementation is pending. 
 
The County is now at a point with the HR/Payroll and Finance/Procurement projects that in-depth review and assessment are necessary to identify areas of improvement and course corrections that will align the ERP’s structure and operation with the needs of the County. Additionally, the County needs to ensure that it is using the ERP to the greatest benefit and achieving the desired efficiencies. The accomplishment of these goals requires input and guidance from experts with experience in the Infor ERP as applied in the public sector.  The initial approach includes separate targeted evaluations of the Finance, Procurement, Payroll, and Human Resources systems. The results will pinpoint areas of improvement and correction to be achieved in each system.
 
Therefore, on May 20, 2016, the County Administrator’s Office issued a Request for Qualifications from consulting firms interested in and capable of providing the initial assessments and after that continuing consultation and professional services to the County towards the improvement of the ERP deployment. 

The County Administrator's Office received two (2) responses to this solicitation. Following interviews of both firms and reference checks, the proposal submitted by Kinsey & Kinsey, Inc. was found to meet all required qualifications to provide the necessary services. 
 
The County Administrator's Office recommends that the Board of Supervisors approves this agreement with Kinsey & Kinsey, Inc. to provide said services from September 15, 2016 through June 30, 2018.
