Recommended Action
Approve Memorandum of Understanding between Yolo County Workforce Development Area and the America's Job Center of California (AJCC) partners (in particular with California Indian Manpower) to establish an agreement concerning the operations of the AJCC delivery system under the Workforce Innovation and Opportunities Act for the term of June 21, 2016 through June 30, 2019.

Reason for Recommended Action/Background
The Workforce Innovation and Opportunities Act (WIOA) requires that a Memorandum of Understanding (MOU) be developed and executed between Yolo County Workforce Development Area and the America's Job Center of California (AJCC) partners to establish an agreement concerning the operations of the AJCC delivery system.  This Board item includes a MOU that responds to this basic requirement.  The purpose of the MOU is to establish a cooperative working relationship between the parties and to define their respective roles and responsibilities in achieving the policy objectives.  The MOU also serves to establish the framework for providing services to employers, employees, job seekers and others needing workforce services.

The AJCC is a locally-driven system which develops partnerships and provides programs and services to achieve three main policy objectives established by the California Workforce Development Strategic Plan' which includes fostering demand-driven skills attainment; enabling upward mobility for all Californians; and aligning, coordinating and integrating programs and services.
Collaborations (including Board advisory groups and external partner agencies)
Workforce Innovation Board (WIB) and partner agencies.  County Counsel approved this MOU as to form.
