Recommended Action
  1. Adopt resolution supporting the submission of an application on behalf of Yolo County to obtain funding for flood emergency planning and response, and designate the County Administrator or Assistant County Administrator as the authorized agent for the purpose of applying for and administering the Department of Water Resources, Flood Emergency Response Grant – Delta Round Two; and
     
  2. Authorize signature authority for the County Administrator or Assistant County Administrator for the grant application, claims, progress reporting, and disbursement of funds.

Reason for Recommended Action/Background
The California Department of Water Resources (DWR) has initiated work with local agencies to improve flood emergency preparedness and response throughout California. The local agencies, as first responders, play a key role in management of the flood emergencies in their jurisdictions. To qualify for Federal Emergency Management Agency (FEMA) disaster funds, local agencies are required to prepare an Emergency Action Plan (EAP), which includes planning for all potential emergencies in their jurisdictions.
 
Under this grant program, the DWR will provide financial assistance through an agreement with participating agencies to ensure that local agencies have a robust flood emergency plan in place with adequate flood preparedness and response capacity and resources.
 
The Project is funded through the Disaster Preparedness and Flood Protection Bond Act of 2006 (Proposition 1E), which makes funding available to improve local flood emergency response in the legal Delta. The focus of this Project includes the Levee Maintaining Agencies along the Sacramento River.
 
Yolo County Office of Emergency Services was previously awarded funding through Round One of this grant program in 2015, which focused on the development of flood plans and mapping in the Delta.
 
Round Two of this grant program would allow the Yolo County Office of Emergency Services to work with local partners to further enhance flood planning and response efforts by providing training, purchasing flood fight materials, and enhancing GIS mapping capabilities. Implementation of this multi-jurisdictional project would significantly enhance regional coordination, flood planning and response, and public safety in Yolo County.

Staff is currently reviewing the actions needed in this scope of work and estimates the grant request will be in the range of $250,000 to $350,000.

County Counsel has approved the resolution as to form. Levee Maintaining Agencies and Reclamation Districts are assisting the Office of Emergency Services with application packet development.

This action has no direct general fund impact. Specific projects identified within the grant may be contracted to subject matter experts. Staff is currently reviewing the actions needed in this scope of work and estimates the grant request will be in the range of $250,000 to $350,000.  The County will serve as the grant administrator and project manager for the grant.
