Recommended Action

Background
On March 27, 2014 EMQ Families First formally announced that it did not plan to continue operating the Yolo Crisis Nursery effective June 30, 2014. EMQ Families First was the parent organization for the Yolo Crisis Nursery program, which has been in operation in Yolo County for fourteen years and works towards the goal of preventing child abuse by offering a safe and healthy place parents can voluntarily place their young children (ages 0-5) for child care during difficult times.

Services provided by the Crisis Nursery include the following:
  • Crisis respite overnight care for children ages 0-5
  • Crisis respite daycare for children ages 0-5 from 7am-7pm
  • Respite daycare for foster parents of children ages 0-5 from 7am-7pm
  • Subsidized preschool for children ages 2-5 from 9am-12pm
  • Case management for parents
  • Referrals to community resources
  • Emergency transportation of clients
  • Assessment and referrals for children
  • Care packages
Following the announcement of EMQ, members of the Yolo community expressed significant concern over the potential loss of the program, and a large community effort was undertaken to save the program. EMQ Families First agreed to continue operating the program through FY 14-15, in order to allow the program to conduct fundraising, develop an operating plan and establish independent 501(c)3 status. Yolo Crisis Nursery, Inc. was officially established as an independent non-profit (separating from EMQ Families First) on July 1, 2015.

The County provided $80,000 to the Crisis Nursery in FY 14-15 and $100,000 in FY 15-16 to ensure the continued operations of the program, with the requirement that the Nursery provide data on program usage to the County. Attachment A displays the year to date data for the Crisis Nursery for FY 15-16. 

Recommended Action
The Board for Yolo Crisis Nursery, Inc. has requested an additional provision of $100,000 in FY 16-17. Over the past year the Crisis Nursery renewed their full licensing, secured childcare staffing lost during the recent organizational transition, negotiated a short-term lease on the rental property housing the Nursery, and began to build a secure, sustainable funding base. The additional funding requested for FY 16-17 would assist in operations of the Crisis Nursery as they continue to build a sustainable funding base.

At this time, staff recommends that the Board approve the agreement with Yolo Crisis Nursery, Inc. (see Attachment B) for a one-time grant of $100,000.

Under this new agreement the County will continue to require the Crisis Nursery to provide performance measurement data. However, in an effort to obtain more robust performance measures, the County will work with the Crisis Nursery to develop performance measures in a format similar to the measures the Crisis Nursery already provides to First 5 Yolo. An example of the First 5 Yolo performance measure form for the Crisis Nursery is shown in Attachment C.This format matches the results based accountability model of performance measurement utilized by the County's Health and Human Services Agency.

On June 14, 2016 the Yolo County Board of Supervisors voted 4-1 to approve the 2016-17 Recommended Budget, including the provision of $100,000 from the Fiscal Year 16-17 Pomona Funds allocation to Yolo Crisis Nursery, Inc. for the purpose of operating the Crisis Nursery from July 1, 2016 to June 30, 2017.
