Approve third amendment with the California Forensic Medical Group to extend the term of the agreement through December 31, 2016, while contract negotiations take place, to provide medical and behavioral health services for persons detained in the Yolo County adult and juvenile detention facilities.

Reason for Recommended Action/Background
On June 20, 2006, the Board of Supervisors approved the original Agreement with California Medical Forensic Group (CFMG) for the period July 1, 2006 through June 30, 2007 to provide medical and behavioral health services for persons detained in the Yolo County adult and juvenile detention facilities.
 
On June 14, 2011, the Board of Supervisors approved the First Amendment to Agreement with CFMG to extend the term through June 30, 2016.
 
In December 2015, the Yolo County Health and Human Services Agency (HHSA) issued a request for proposals for the services provided under the Agreement in response to which CFMG is the apparent best evaluated proposer. 
 
On June 14, 2016, the Board of Supervisors approved the Second Amendment to Agreement with CFMG to extend the term through September 30, 2016, while contract negotiations take place.
 
Approval of this Amendment will further extend the term through December 31, 2016 and allow medical and behavioral health services to continue while contract negotiations continue to take place for the new Agreements as result of the request for proposals.

This amendment is to extend the contract period with no increase to maximum compensation.  The extension of the existing agreement is to allow time to negotiate the new agreements as result of the RFP.  Approving this extension has no fiscal cost increase and all expenses are already reflected in the FY2016-17 budget.
