Recommended Action |

Reason for Recommended Action/Background |
As part of the day-to-day operation of the landfill, it is necessary to transfer various wastes and recycling commodities either within the landfill or to off-site facilities. The most efficient way to accomplish this is to utilize roll-off bins (large dumpsters) to accumulate the wastes or recycling commodities, and then load the dumpster onto a truck and transfer the material to the appropriate location. This type of service has been utilized for decades at the landfill.
Recently, staff requested bids from three waste hauling companies that currently utilize the landfill. Bids were received from two companies, with one company declining to bid. Waste Management of Woodland’s bid provided the lowest cost to perform the service. Additionally, Waste Management of Woodland has held the agreement in the past and provided very good service. The current agreement will have Waste Management of Woodland provide the service for one year and may be extended for two additional one year terms. The maximum amount payable to the contractor through this contract, including the potential two year extensions, is $75,000 with $25,000 anticipated to be spent per year.
On September 9, 2008, the Board approved the Contracting and Purchasing Policies portion of the Administrative Policies and Procedures Manual. Part of this policy establishes limits on the signing authority of the Purchasing Agent. Typically, this transfer agreement would normally fall under the signing authority of the Purchasing Agent. However, the County also contracts with Waste Management of Woodland for waste collection and recycling services for portions of the unincorporated county (Agreement 08-177). The combined total of these agreements exceeds the $100,000 signing limit of the Purchasing Agent, and as such, this agreement requires Board approval. |
