Recommended Action

Explanation:  The total fiscal impact of the recommended actions for Human Resources for this fiscal year is $37,707.  Salary savings will be used in part to fund the position changes and will be achieved by delaying hiring of the Assistant Director and Payroll Supervisor until approximately mid-fiscal year.  The remaining balance will be absorbed within Human Resources existing budgeted amounts. There is a temporary increase of 1.0 FTE during the period of succession planning for payroll supervision.

Source of Funds: California Department of Social Services (CDSS)
Explanation: This recommendation is 100% funded by the CDSS to implement the State's new Child Welfare Case Management System and does not result in a fiscal impact to the General Fund.

There is a net increase of 1.0 FTE for the above HHSA recommendations due to the addition of the limited term Social Worker Practitioner.
Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution.

In January 2014, the Board approved a resolution setting January 2017 as the date when elected officials would begin paying the full employee share of their CalPERS contribution.  CalPERS changed their resolution language since 2014 and has asked that the Board approve their new format.  This recommended action does not change the Board action in January 2014; it merely updates the language of the Resolution as required by CalPERS.

The Memorandum of Understanding (MOU) with the Supervisor and Professional Employees Association requires the County to adjust the amount of its contribution toward health insurance premiums annually in an amount not to exceed three and one-half percent (3.5%).  Adoption of the attached Resolution fixing the employer contribution for members of the Yolo County Supervisor and Professional Employees Association is required to comply with negotiated MOU language.
