Reason for Recommended Action/Background |
The County of Yolo received a Flood Emergency Response Project grant and entered into a contract with the State Department of Water Resources (DWR) to provide flood emergency response planning and mapping services and products throughout the County. This grant funds Phase II of Yolo County’s project, which focuses on the cities and unincorporated areas within the County. Phase I was funded through DWR to specifically service the legal Delta area. Services include developing local Flood Emergency Plans; revising the County Emergency Operations Plan and Hazard Mitigation Plan (flood component); creating flood maps, creating public safety and citizen maps; and creating and facilitating related training for local agencies.
The Yolo County Flood Response Project addresses the State priorities of 1) improving local flood emergency plans and incorporating them into multi-hazard emergency response plans, and 2) improving regional and interagency coordination. All project preparedness activities will also be implemented in accordance with the Federal Integrated Planning System (IPS) and Federal Emergency Management Agency (FEMA) Comprehensive Preparedness Guide (CPG) 101, as well as applicable standards of the California Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS).
The Flood Emergency Response Project is funded through California Proposition 84—The Safe Drinking Water, Water Quality & Supply, Flood Control, River & Coastal Bond Act of 2006 (Section 75032 of Chapter 3 of Division 43 of the Public Resources Code)—which makes funding available to improve local flood emergency response.
The Project will be administered by project staff working for Yolo County, who will facilitate planning activities, assist in task implementation, and oversee any specialized consultant work. The Contractor will perform engineering, plan development, GIS, and other specialized work.
The County circulated and distributed a Request for Proposals for a Flood Emergency and Response Project in the Delta area, KSN submitted a proposal to provide the requested services, and the County entered into an agreement with KSN. The County is exercising the option (as stated in the Request for Proposals) of expanding the scope of services in the original agreement, as additional funding has become available to expand the project throughout the County. KSN has been an integral component of flood emergency preparedness and flood emergency response, and is currently working with Yolo County, other local government agencies, and DWR to provide these services in the Delta and surrounding counties.
The proposed first Amendment to Agreement 15-74 with KSN (Attachment A) will allow the Yolo County Office of Emergency Services to work with local partners to produce a comprehensive Local Flood Emergency Plans and Flood Contingency Maps, as described in the Scope of Work, Project Budget, and Timeline (Attachment B). Implementation of this multi-jurisdictional project will significantly enhance regional coordination, flood planning, and flood response in Yolo County. |

$355,000 is funded by the California Department of Water Resources, Flood Emergency Response Grant - Statewide.
This has been included in the FY 2016-17 budget for the Office of Emergency Services. There is no impact to the
General Fund.
