Recommended Action |
Approve Agreement with Turning Point Community Programs to provide Full Service Partnership (FSP) community integration services for Medi-Cal eligible Seriously Mentally Ill Mental Health Services Act (MHSA) FSP clients, including clients designated to participate in the Assisted Outpatient Treatment (AOT, Laura’s Law) program in the amount of $3,034,575 for the period July 1, 2016 through June 30, 2019; and delegate authority to the Director and/or designee to approve amendments to increase total compensation provided that the increase is within twenty percent (20%) of the initial maximum compensation for a fiscal year. |

Reason for Recommended Action/Background |
On April 12, 2016 a Request for Proposal (RFP) was issued requesting proposals from qualified vendors to administer and provide Mental Health Service Act (MHSA) Full Service Partnership (FSP) and Assisted Outpatient Treatment (AOT) services to fifty-five (55) clients who are experiencing serious mental illness and other co-occurring disorders. Yolo County Health and Human Services Agency received one proposal from this RFP. The proposal submitted by Turning Point Community Programs was evaluated and found to meet all required qualifications to provide these services.
As the result of the previous RFP, Yolo County Health and Human Services contracted with Turning Point Community Programs to provide Full Service Partnership (FSP) community integration services to FSP clients for the period July 1, 2014 through June 30, 2016. Turning Point Community Programs provides Full Service Partnership (FSP) community integration services to FSP clients who are eligible for Medi-Cal. These are Seriously Mentally Ill (SMI) adults primarily from Institutions for Mental Disease (IMD) or other facilities or services of higher level of care such as acute psychiatric hospitals, state hospital, and crisis services.
Approval of this Agreement will provide the continuation of the FSP services including the AOT program with Turning Point Community Programs.

No county general funds are required by this action. The total cost of this Agreement is $3,034,575 for three fiscal years. The amount of $1,011,525 is included in the Health and Human Services Agency approved budget for fiscal year 2016-17. Health and Human Services Agency will budget the funding necessary for future fiscal years.
