Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $306,425 from the California Governor's Office of Emergency Services for the Specialized Emergency Housing Program; and adopt budget resolution increasing the District Attorneys' 2020-21 budget by $75,000. Recommended Action
  1. Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $306,425 in grant funding award by the California Governor's Office of Emergency Services;
     
  2. Authorize the District Attorney and/or Chief Deputy District Attorney to execute the grant award agreement including any and all amendments or extensions; and
     
  3. Adopt budget resolution increasing the District Attorney's fiscal year 2020-21 budget by $75,000.

Reason for Recommended Action/Background
The Yolo County District Attorney's Office has been receiving the Specialized Emergency Housing Program grant from the California Governor's Office of Emergency Services since fiscal year 2017-18.

Through this grant, we have partnered with Empower Yolo and Shores of Hope to provide homeless/home insecure crime victims emergency shelter as well as intensive case management. These services reduce the chance of re-victimization and help break the homelessness cycle by providing an opportunity to achieve permanent housing and self-sufficiency.

In fiscal year 2019-20, the District Attorney's Office was not billed for grant cost for the month of April to June 2020. Those invoices were received in fiscal year 2020-21 and reimbursed with prior grant funds. This has made it necessary to increase appropriations by $75,000.

With this grant, Yolo County District Attorney partners with Empower Yolo and Shores of Hope. County Counsel has reviewed and signed budget and board resolution. DFS has reviewed the budget resolution.

Federal grant funds were awarded from 10/1/20-9/30/21. In fiscal year 2020-21, $297,500 was included in the District Attorney's adopted budget. In fiscal year 2019-20, the District Attorney's Office did not receive all grant invoices for April to June 2020.  Those invoices were received in fiscal year 2020-21 and reimbursed with prior grant funds.  This has made it necessary to increase appropriations by $75,000 to fund FY20/21 expenditures.
