Reason for Recommended Action/Background |
The Yolo County Sheriff’s Office has contracted with the Regents of the University of California, Davis (UCD) since 2004 to provide quality on-site veterinary care for the shelter population at the Yolo County Animal Services shelter. Under the proposed agreement, UCD will continue to provide on-site and relief veterinary services on shelter animals, which include performing spay/neuter and other soft tissue surgeries, conducting medical evaluations, directing shelter medical care, prescribing treatments, and conducting other medical administrative duties as required. The term of the proposed agreement is two years (from July 1, 2021 to June 30, 2023) in the amount of $977,627, with the not-to exceed amounts of $483,884 in FY21-22 and $493,743 in FY22-23. The FY22-23 not to exceed amount includes a 2% increase to account for anticipated salary increases.
A competitive bid process was not used because performing on-site veterinary services is a specialized field, which requires staff to be fully certified and licensed, trained, and experienced to provide shelter animal medical and surgical care. Not only does UCD has such staff and experience, but UCD also has a Veterinary Medical Teaching Hospital and Shelter Medicine Program, which allows the veterinarians the ability to monitor population health, investigate the incidence of disease and design, implement procedures to reduce disease spread, provide input into animal management decisions, consult on cruelty investigations and other legal considerations, and provide medical opportunities for UCD veterinary students and residents. No such level of expertise, experience, and services is available in Yolo County.
The scope of services includes the provision of UCD Veterinarians for on-site and relief veterinarian care services. It also includes the provision of Registered Veterinary Technicians (RVTs) to assist in the veterinary medical care and treatment of shelter animals, provide medical and surgical pre- and post-operative procedures, maintain sanitary conditions of medical caging, equipment and facilities, and administer medications, drugs, tests and vaccines. |

The Sheriff’s Office collaborated with the County Administrator’s Office, the City Managers of Woodland, Davis, and Winters and the University of California, Davis. County Counsel has approved the attached agreement and approved as to form. |
