Approve the Workforce Innovation and Opportunity Act - Yolo County Workforce Innovation Board Local Plan 2021-2024 (Local Plan); and approve the Workforce Innovation and Opportunity Act - Strategic Workforce Development Plan for the Capital Region 2021-2024 (Regional Plan). (No general fund impact) (Larsen)
Recommended Action
  1. Approve the Yolo County Workforce Innovation Board Local Plan 2021-24 (Local Plan);
     
  2. Approve the Strategic Workforce Development Plan for the Capital Region 2021-24 (Regional Plan);
     
  3. Authorize the Chair to sign signature pages associated with the Yolo County Workforce Innovation Board Local Plan 2021-2024 and Strategic Workforce Development Plan for the Capital Region 2021-24;
     
  4. Authorize the Health and Human Services Agency to submit all appropriate documents associated with the actions above on behalf of the Workforce Innovation Board; and
     
  5. Authorize the Health and Human Services Agency to edit the documents approved in actions 1 and 2 above to address any deficiencies identified by the California Workforce Development Board or designee after submission.

Reason for Recommended Action/Background

On July 22, 2014, President Obama signed the Workforce Innovation and Opportunity Act (WIOA), replacing the Workforce Investment Act of 1998 (WIA).  WIOA is designed to help job seekers access employment, education, training and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. 
 
Today’s recommended actions are intended to accomplish several critical actions that will keep Yolo County in compliance with the requirements of the Workforce Innovation and Opportunity Act.
 
Yolo County Workforce Innovation Board Local Plan 2021-24 (Local Plan)
Under WIOA, the Local Plan is established for a four (4)-year time period with a biennial update in order to ensure plans remain current and account for changes in labor market and economic conditions or any other factors affecting the implementation of the local plan.  The original Yolo County Workforce Innovation Board Local Plan 2017-20 (Local Plan) was approved by the Board of Supervisors on March 21, 2017, and the biennial update was approved by the Board of Supervisors on June 4, 2019.
 
The Yolo County Workforce Innovation Board Local Plan 2021-24 (Local Plan) was developed in accordance with Workforce Services Directive (WSD) 20-05, which provided guidance and established procedures regarding the four-year local and regional plans.  Additionally, the Health and Human Services Agency, on behalf of the Yolo County Workforce Innovation Board and the Board of Supervisors, prepared the Local Plan in alignment with the 2020-2025 County Strategic Plan and California’s Strategic Workforce Development Plan 2020-23. The Yolo County Workforce Innovation Board Local Plan 2021-24 was collaboratively developed and vetted with a wide range of partners and stakeholders including but not limited to CalWORKs, Adult Education & Literacy, Wagner-Peyser, Veterans Services, Unemployment Insurance, Vocational Rehabilitation, Migrant Seasonal Farmworkers, Housing and Urban Development Education, Carl Perkins Career Technical Education, Labor, Economic Development, Child Support, Probation, and Business. 
 
The Executive Committee of the Yolo County Workforce Innovation Board reviewed and approved the draft Yolo Workforce Innovation Board Local Plan 2021-24 (Att. A. Local Plan) on April 28, 2021, and the Workforce Innovation Board ratified the actions of the Executive Committee on May 12, 2021.  Opportunities for public input/comment were provided at both the April 28, 2021 and May 12, 2021 regularly scheduled meetings.  Additionally, the draft Yolo Workforce Innovation Board Local Plan 2021-24 was available for public comment for 30-days which ended June 1, 2021.  Notifications were provided through various on-line publications throughout Yolo County.  An unsigned copy of the Yolo County Workforce Innovation Board Local Plan 2021-24 was submitted to the California Workforce Development Board with an explanation for the absent signature(s) and the date by which the signed original will be sent.
 
Staff recommends that the Board approve the Yolo County Workforce Innovation Local Plan 2021-24; authorize the Chair to sign the related signature page (provided in Att. A. Local Plan); authorize the Health and Human Services Agency to submit the Yolo County Workforce Innovation Local Plan 2021-24 and related documents; and authorize HHSA to edit the Yolo County Workforce Innovation Local Plan 2021-24 as needed to address any deficiencies identified by the California Workforce Development Board or designee following submission.

Workforce Innovation and Opportunity Act Strategic Workforce Development Plan for the Capital Region 2021-24 (Regional Plan)
Under WIOA, the Regional Plan is established for a four (4)-year time period with a biennial update in order to ensure plans remain current and account for changes in labor market and economic conditions or any other factors affecting the implementation of the local plan.  The original Workforce Innovation and Opportunity Act Strategic Workforce Development Plan for the Capital Region 2017-20 (Regional Plan) was approved by the Board of Supervisors on March 21, 2017, and the biennial update was approved by the Board of Supervisors on June 4, 2019.
 
The California Workforce Development Board issued the 2020-23 State Plan which requires regional plans to be updated to keep them consistent with the policy direction of the State Plan. The WIOA Regional Planning Units as established by the State are required to submit a four-year plan that address how regional partnerships will serve as the primary mechanism for aligning educational and training services with regional industry sector needs. 
 
The State established the Capital Region Planning Unit, which includes Yolo, Sacramento, Yuba, Sutter, Glenn, Colusa, Placer, El Dorado and Alpine counties. These nine counties through their workforce development boards worked collaboratively to update the Strategic Workforce Development Plan for the Capital Region 2021-24 (Regional Plan).  The Regional Plan was drafted by Sacramento Employment and Training Agency as well as made available for a 30-day public comment period which ended April 26, 2021.  Sacramento Employment and Training Agency serves as staff to the Sacramento Workforce Development Board and are responsible for administrative duties related to the Capital Region Planning Unit.  The Executive Committee of the Yolo County Workforce Innovation Board reviewed and approved the Strategic Workforce Development Plan for the Capital Region 2021-2024 (Regional Plan) (Att. B. Regional Plan) on April 28, 2021, and the Workforce Innovation Board ratified the actions of the Executive Committee on May 12, 2021.
 
Staff recommends that the Board approve the Strategic Workforce Development Plan for the Capital Region 2021-2024 (Regional Plan) (Att. B. Regional Plan); authorize the Chair to sign the signature page (Att. C. Regional Plan Signature Page); and authorize the Health and Human Services Agency to submit related Regional Plan documents on behalf of the Workforce Innovation Board.
