Recommended Action
  1. Adopt and authorize the Chair of the Board to sign the attached resolution to designate the intersection of County Road 95 and County Road 29 as a multi-way stop intersection; and
     
  2. Authorize the Community Services Department to install and maintain these signs.

Reason for Recommended Action/Background
A series of accidents at the intersection of County Road 95 and County Road 29 have prompted the review and consideration of the installation of a multi-way stop at the intersection.
 
Background
 
The intersection of County Road (CR) 95 and CR 29 is a 4-way intersection with a stop sign on both west and east legs of CR 29. Increased travel between Woodland and Davis has increased the average daily vehicular traffic along the CR 95 corridor. Historically this intersection experienced a steady number of occasional accidents with most collisions being broadside. Based on several concerns expressed due to a recent vehicular traffic collision resulting in a fatality and increased traffic volume, staff conducted a traffic survey of the intersection in February of 2021.
 
The California Manual on Uniform Traffic Control Devices (CA-MUTCD) is published by the California Department of Transportation and adopts uniform standards and specifications for all official traffic control devices to be used in the State, in accordance with Section 21400 of the California Vehicle Code.  The purpose of the CA-MUTCD is to provide uniformity in the use of these devices, including stop signs, to promote safety and efficiency on the State’s streets and highways.
 
Public Works staff completed a warrant analysis following CA-MUTCD criteria, and found the intersection currently meets the accident history warrant but does not meet the minimum traffic volume and traffic interruption warrants. In a 12-month period between October 2016 and October 2017 there were five broadside, right angle, collisions that could have been prevented if all approaching traffic were required to stop at the intersection.
 
Despite the failure to satisfy all CA-MUTCD warrants, an engineering review of the data, and because the collision warrant is met, it is concluded that a multi-way stop should be placed in all directions at the intersection of CR 95 and CR 29 in the interest of public safety. Staff recommends that the board designate this intersection as a multi-way stop and authorize staff to install and maintain the appropriate signage.
