Reason for Recommended Action/Background
On July 7, 2016, the Yolo County Board of Supervisors authorized Yolo County OES to apply for and administer US Homeland Security Grant Program funding for Fiscal Years 2017, 2018, and 2019.  The performance period for the 2017 grant is from September 1, 2017 through May 31, 2021, and the performance period of the 2018 grant is from September 1, 2018 through May 31, 2021.  Yolo County OES held an internal grant process for the FY 2017 and 2018 funds, and awarded the Sheriff’s Office $93,781 and $122,569, respectively.
 
For the FY 2017 US Homeland Security grant monies ($93,781), the Sheriff’s Office submitted a proposal to purchase dual-band radios. In May of 2020, the Sheriff’s Office purchased thirteen radios for a total of $87,246 leaving a remainder of $6,535. For the FY 2018 US Homeland Security grant funds ($122,569), the Sheriff’s Office submitted a proposal to purchase a fixed license plate reader and cameras but later amended it to purchase additional dual-band radios.  The Sheriff’s Office is now requesting to add the remaining $129,104 from FY 2017 and FY 2018 grant funds to the FY 2020-21 budget to purchase 17 dual-band radios. The radios will be distributed to other County agencies including four for the West Sacramento Police Department, four for the Davis Police Department, four for the Woodland Police Department, and one for the Winters Police Department.  The remaining four radios will stay in the Sheriff's Office.  Although 13 of the 17 dual-band radios will go to other agencies, they are still considered County assets. 
 
The dual-band radios are needed to meet the mandatory Project 25 (P25) compliance standards for interoperability between regional law enforcement and other support agencies, allowing for the Sheriff’s Office to communicate with other agencies during times of emergencies or other natural disasters.  The Sheriff’s Office currently utilizes a mix of programmable two-way and dual-band radios, however, the two-way radios have become obsolete and will soon be out of compliance because they are not able to be encrypted.  An encrypted signal is required in California if deputies will be identifying people by name and date of birth via airwave.  By replacing the two-way radios with dual-band radios, deputies can continue to communicate with other public safety agencies such as West Sacramento, Davis, Sacramento, and other jurisdictions, eliminate inadequacies, and serve the general public in a more efficient manner.
 
Because the dual-band radios will be fixed assets, the Sheriff's Office is also requesting Board authority to amend the 2020-21 Authorized Equipment List.
Collaborations (including Board advisory groups and external partner agencies)
The Sheriff’s Office and Office of Emergency Management are Sub-Recipients to Yolo County, as Sub-Grantee to the State of California, who is the Grantee/pass-through agency for these federal funds. County Counsel has approved the attached resolution as to form. Purchasing will assist with the procurement of the fixed assets.
Competitive Bid Process
The competitive bid process does not apply to this Recommended Action. Pricing for the fixed assets is based on an existing County of Sacramento Master contract, the terms of which will apply to this purchase.

There is no associated cost to the County by approving the budget resolution and no General Fund or Public Safety Funds are required to purchase the fixed assets. The Yolo County Sheriff’s Department was awarded $93,781 in FY 2017 OES Homeland Security Grant funding, of which $87,246 has already been expended. The remaining $6,535 will be used to purchase one APX 8000 dual-band radio. The Sheriff’s Office was awarded $122,569 in FY 2018 OES Homeland Security Grant funding, which will be used to purchase an additional sixteen APX 8000 dual-band radios. There is no local match requirement. The Sheriff’s Office now requests approval of a budget resolution to add the $129,104 in unbudgeted grant funds to the FY 2020-21 budget.
