Reason for Recommended Action/Background |
On or about June 1, 2020 the California Department of Housing and Community Development released a Notice of Funding Availability (NOFA) for the Federal Emergency Solutions Grant Program Coronavirus (ESG-CV). The funding was allocated to the Homeless and Poverty Action Coalition (HPAC) for the purpose of preventing, preparing for, and responding to coronavirus. On or about June 24, 2020, HPAC voted to make Yolo County the administrative entity for the ESG-CV funds. On or about December 22,2020 the County entered into State Agreement No. 20-ESGCV1-0035 (“State Contract”) with the Department of Housing and Community Development (“Department”), via the Department’s administration of the Federal CARES Act Emergency Solutions Grants (“ESG-CV”) Program, pursuant to the provisions of the 2020 Federally enacted Coronavirus Aid, Relief, and Economic Security Act, Title XII, Homeless Assistance Grants Section (“CARES Act”) and any waivers including the HUD Mega-Waiver dated April 1, 2020, and where not superseded by the CARES Act, pursuant to the provisions of 42 USC 11371; 42 USC 11378; 24 CFR Part 576; all as shall be amended from time to time. Approval of this agreement will fund and provide one Yolo County Children’s Alliance (YCCA) homelessness prevention case manager who will serve as a navigator and liaison between clients, landlords and prevention services to individuals experiencing homelessness while focusing on mitigating the impact of COVID-19. YCCA will provide homelessness prevention through case management and extensive use of resources and referrals that address housing instability and homelessness. YCCA will collaborate with the Short Term Emergency Aid Committee (STEAC) and Legal Services of Northern California (LSNC). The three partners work extensively with community members facing multiple challenges. Long- established cross-referral systems and relationships are in place to provide client services. YCCA will complete intakes and participant applications so that clients can access cash awards for rent, rent deposits and utility assistance provided through STEAC’s programs. YCCA will refer clients requiring legal assistance to LSNC to resolve tenant disputes and prevent evictions and foreclosures. The YCCA case manager will provide follow up with participants to improve the chances of maintaining housing. The case manager will also educate and update YCCA staff and peer professionals regarding the ESG-CV program as well as the CARES Act eviction moratorium and extensions.
Services by YCCA will be based out of the Family Resource Center (FRC) in West Sacramento which provides essential services to the community it serves. The ADA-accessible FRC is convenient for clients and is open during the pandemic, following COVID-19 safety procedure issued by health departments. Resources and services are available remotely via phone, Zoom, and electronic documents. Program staff will prioritize services to those at immediate risk of losing housing. In addition to screening for housing status, economic situation, and basic supports needed (such as health care, food, and childcare), accelerated risk of COVID-19 (age, chronic health conditions, ethnicity, work status) will be considered for prioritization.
