Recommended Action |
- Authorize the Director, Division of Integrated Waste Management, to finalize and adopt the plans and specifications for the Construction of the Waste Management Unit 6H Subgrade;
- Authorize the Director, Division of Integrated Waste Management, to sign the Notice to Contractors;
- Authorize the Division of Integrated Waste Management to advertise for competitive bids;
- Authorize the Director, Division of Integrated Waste Management, to execute a construction contract with the lowest responsive and responsible bidder, provided the contract amount does not exceed available funds, or to reject all bids; and
- Authorize the Director, Division of Integrated Waste Management to approve all change orders up the the maximum amount allowable under State law, provided the total contract amount does not exceed the available funds for this project.

Reason for Recommended Action/Background |
Prior to construction of any Waste Management Unit (WMU) at the landfill, the plans and specifications must be reviewed and approved by the Central Valley Regional Water Quality Control Board (Regional Board). The attached plans and specifications have been submitted to the Regional Board, and are currently under review. The Division does not anticipate any substantial comments from the Regional Board, however an action item has been included to authorize the Director, Division of Integrated Waste Management to make any changes required by the Regional Board.
The plans and specifications were prepared by Golder Associates under an agreement approved by the Board on December 15, 2020 and in accordance with the requirements set forth in Title 27 of the California Code of Regulations.
Construction of new modules at the landfill requires significant amounts of soil (approximately 30,000 cubic yards per acre) due to the relatively shallow groundwater at the site. Because of this, the overall project is being split up into two phases. This first phase is primarily limited to soil placement to construct the subgrade for the next module. Construction will occur during fiscal year 2021/2022, likely August through October. A subsequent set of plans and specifications will be presented to the Board later this year with the remaining portions of construction occurring during the summer of 2022.
The engineer's estimate for this phase of the project is $2,615,248, which includes a 20 percent contingency. Funding for this phase of the project will come from Sanitation Enterprise Fund reserves as part of the 2021/2022 fiscal year budget. |

Competitive Bid Process |
Project will be advertised on Bidsync for competitive bidding. The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at the Department of Community Services-Division of Integrated Waste Management. A contract will be awarded to the lowest responsive and responsible bidder. |

This project will occur in Fiscal Year 2021/2022. The Engineer's estimate for the project is $2,615,248, which includes a 20% contingency. Construction quality assurance oversight is estimated at $100,000. The Divisions requested budget for Fiscal Year 2021/2022 includes $4,000,000 for construction of this project. Any unused funds will return to Sanitation Enterprise Fund reserves. |
