Recommended Action
  1. Adopt budget resolution adjusting the Yolo County Airport operating budget to reflect an increase of $99,480 from the general fund contingency; and
     
  2. Approve first amendment to Agreement No. 19-160 with Teichert & Sons INC. for construction of the proposed Yolo County Airport Drainage Basin by an additional $99,480.

Reason for Recommended Action/Background
The Board approved a Federal Aviation Administration (FAA) grant application in May 2019 for construction of a Drainage Basin to meet the on-airport demands for storm runoff.  With the Board's approval, the County issued an RFP in May 2019 and received eight bids. Teichert & Sons, Inc., was awarded the contract in the amount of $884,610.

Since then, the Drainage Basin project has moved forward, and construction is completed. However, unforeseen delays affected the overall schedule of the project. Parachute company, Sky Dance, filed a lawsuit against the County stopping the project to comply with the court order.

Furthermore, additional work had to be completed which was not anticipated at the beginning of the project. The project required extra grading due to stubble left behind after harvesting. At this time, the General Services Department is asking the Board to approve an additional $99,480 in General Fund Contingency funding and approve an amendment to increase Teichert’s contract by $99,480 for a total compensation of $984,098.
