Reason for Recommended Action/Background |
At the February 9, 2021, Board of Supervisors meeting, the Board directed staff to return with a resolution to establish an advisory redistricting commission. The attached resolution establishes an advisory redistricting commission with the following requirements:
- The advisory redistricting commission shall be composed of five members directly appointed by members of the Board of Supervisors, one from each district, and an additional two members directly appointed by the previously appointed five members for a total of seven members. In the commission’s appointment of two additional members, it shall endeavor to ensure that the final composition of the commission is broadly reflective of Yolo County’s demographics.
- Appointments to the advisory redistricting commission can only be revoked by a unanimous vote of all five members of the Board of Supervisors.
- The advisory redistricting commission is encouraged to draft at least three alternative district maps for the Board of Supervisors’ final consideration.
- In addition to the criteria set forth in Elections Code § 21500, the Board of Supervisors provides the following additional criteria for consideration by the commission in completing its work. This criteria shall be subordinate to criteria set forth in relevant state and federal law:
- No more than two districts intersecting a city
- No more than two cities within each district
- Each district includes incorporated and unincorporated areas
- District boundaries shall not be drawn to disadvantage or isolate a minority population
This item has been agendized to allow Board members to make appointments to the commission at this meeting. Following the appointment of the initial five members, staff will notice the two remaining vacancies and will work to set an initial meeting date for the commission to move forward with the process as described in the timeline below. Staff is in the process of finalizing a contract with a redistricting consultant and anticipates returning to the Board in the coming weeks with a presentation to provide a more granular schedule of the redistricting process.
