Reason for Recommended Action/Background |
In recent years homelessness has become a significant issue in Yolo County and throughout California due to increasing housing costs and limited employment opportunities. These factors have contributed to the increase in the County’s homeless population. With the onset of the COVID-19 pandemic came an increase of health and safety concerns for this vulnerable population and those who serve them. Led by Yolo County, a collaboration was formed with local jurisdictions, service providers, healthcare providers and private businesses to create Project Roomkey. Project Roomkey provided congregate shelter with the aim to prevent, prepare for, and respond to COVID-19.
Along with the rise in the homeless population, there has been an increase in the amount of funding the County has received to address the issue of homelessness. The Board of Supervisors has requested an overview of homeless related funding received county-wide. Staff have created a dashboard that displays homeless and housing funding allocated to the County, to the County Continuum of Care, otherwise known as the Homeless Poverty Action Coalition (HPAC), and those funds administered by Yolo County Housing on behalf of a jurisdiction.
Following guidance received from a State technical assistance assessment of the Yolo County Homeless System Governance, HPAC has undergone a governance structure change and is in the process of becoming a non-profit. It is anticipated that this change will foster greater collaboration between homeless providers and government entities within the County. Additionally, the theme of collaboration has also been highlighted over the past year with the formation of the Yolo County Commission to Address Homelessness, which is made of representatives from the County, the City of Davis, the City of West Sacramento, the City of Winters, the City of Woodland, and a representative from HPAC. The purpose of the Commission as identified in their By Laws is to focus on regional policy and implementation strategies, affordable housing development, data and gaps analysis, best practice research, social policy and system change to promote an effective response to homelessness within the County, act as an advisory commission to City Councils, County Board of Supervisors, and foster regional leadership that promotes resource development to address homelessness in Yolo County.
Lastly, HHSA strives to meet the following goals as outlined in the 2019 Yolo County Plan to End Homelessness:
- Strengthen the homeless crisis response system with an emphasis on developing prevention services.
- Increase affordable housing options for the most vulnerable.
- Stabilize and maintain physical and behavioral health for those with the highest needs.
- Examine systems-level coordination and identify opportunities for improved partnership.
