Adopt a resolution authorizing additional Enforcement Officers to promote efficient administration of the COVID-19 Administrative Citation Ordinance.

Reason for Recommended Action/Background
The attached resolution, if adopted, will authorize the County Counsel (and deputies) and any city code enforcement officers designed by their respective City Manager or City Council to issue citations and otherwise act in the capacity of an "Enforcement Officer" for purposes of the COVID-19 Penalty Ordinance adopted by the Board of Supervisors on July 7, 2020.  By expanding the list of authorized Enforcement Officers, this action will help ensure that an administrative citation can be issued rapidly when required.
