Reason for Recommended Action/Background |
Following the Executive Order issued by Governor Newsom on May 8, 2020 and the subsequent passage and signing of AB 860 in law on June 18, 2020, Yolo County Elections must prepare for an all Vote by Mail election on November 3, 2020. In order to meet and exceed the minimum standards put forth in the Executive Order and legislation, the Yolo County Elections Branch has to consider many new factors to conduct a successful election - fewer and larger polling places with internet capabilities and spacing to account for COVID-19 safety practices, reassessment of the additional electronic equipment needed, poll workers who can work for the multiple days mandated in the law, and the significant public outreach as this change is implemented. For last two months Yolo County Elections has been engaging with stakeholders both inside the County and with local municipalities beginning to address the these factors proactively.
In order to meet the demands imposed by the Executive Orders and follow-up legislation, the Yolo County Elections Branch is asking for an increase in the Fiscal Year 2020-2021 budget allocation in an amount not to exceed $440,509.
At this time the California Secretary of State is determining election expense reimbursement funding allocations of the $69 million in COVID-19 and other funding to assist counties as they prepare for November 3, 2020. It has been determined that the reimbursements to be received by the counties will be 100% of the expenses incurred. On November 5, 2019 the Board approved an amended agreement with the California Secretary of State for a 75% voting system replacement reimbursement up to $1,150,771. To date the Yolo County Elections Branch has expended $645,381.55 with an expected 75% reimbursement of $484,036.16.
The Yolo County Elections Branch is expecting to fully expend its current allocation and forthcoming funds from the State in order to have a successful November 3, 2020 Presidential General Election. |

As of June 27,2020 the County will receive a 100% reimbursement up to $440,509 for all additional costs incurred in the face of the COVID-19 pandemic to conduct the November 3, 2020. Expenses and associated revenues from this action will be incorporated in the the Elections FY 20-21 Adopted Budget. |
