Reason for Recommended Action/Background |
This Work Authorization is for the continued assistance in developing a Cannabis Land Use Ordinance (CLUO), which includes assisting with the management and oversight of California Environmental Quality Act (CEQA) process, preparation of Final EIR, preparation of staff reports and findings of fact, public outreach, and assistance with other related cannabis efforts, as requested.
A Work Authorization for Tschudin Consulting Group to assist in developing the CLUO was originally approved on February 6, 2018 by the County Administrator's Office under Agreement No. 17-122. The total not-to-exceed amount under the original Work Authorization and Work Authorization Amendments 1-3 was $423,600. The terms of Agreement No. 17-122, the Work Authorization and Amendments ended on June 30, 2020.
As stated above, this new Work Authorization is for the continued assistance in developing the CLUO under the new Master Services Agreement with Tschudin Consulting Group approved on June 23, 2020. The not-to-exceed amount includes the remainder from the original Work Authorization and Amendments which expired on June 30, 2020, which is $92,553, plus an additional $50,447 for a total of not-to-exceed amount of $143,000. The task definition and schedule are addressed below.
Task Definition and Schedule:
The following tasks have been defined:
- Prepare County cannabis ordinance including related research and coordination, and various drafts.
- Prepare amendments to other County plans and code sections (e.g. Interim ordinance, Development Agreement Ordinances, zoning, general plan) as needed to ensure consistency between regulations and policies.
- Participate in public meetings and hearings, as appropriate. Participate in internal meetings and conference calls as requested.
- Assist in preparation of related staff reports and analyses, as requested.

On-call contracts were solicited and reviewed in compliance with the Department of Financial Services policies and procedures. Contracts were approved by the Board of Supervisors in June 23, 2020. Board approval of this work authorization is required because the total compensation will exceed $100,000. |
