Approve Memorandum of Understanding with the Yuba Community College District (District) in the amount of $630,000 for the period September 1, 2020 through June 30, 2023, which includes a contribution in the amount of $180,000 from the District and a Yolo County contribution of up to $450,000, to establish a partnership for the provision of physical and behavioral health services to all District students enrolled at the Woodland Community College main campus. Recommended Action
  1. Approve Memorandum of Understanding with Yuba Community College District (District) in the amount of $630,000 for the period of September 1, 2020 through June 30, 2023, which includes a contribution in the amount of $180,000 ($60,000 per fiscal year) from the District and a County contribution of up to $450,000 (up to $150,000 per fiscal year), to establish a partnership for the provision of physical and behavioral health services to all District students enrolled at the Woodland Community College main campus; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to exercise option years on behalf of the County and issue related notices, not to exceed $150,000 per fiscal year for the County's ongoing contribution. (Please see Section IV (B) of Att. A. Memorandum of Understanding.)

Reason for Recommended Action/Background
The purpose of this Memorandum of Understanding is to establish a collaboration between the Yuba Community College District (District) and the County of Yolo (County) through its Health and Human Services Agency (HHSA) for the provision of physical health, behavioral health, and social services to all District students enrolled at Woodland Community College (WCC) main campus. Primarily, the services will be provided by a community-based healthcare service provider, with the goal of improving the overall health and well-being of WCC students.

The approval of this Memorandum of Understanding will allow District and HHSA to coordinate physical health, behavioral health, and social services in a client-centered, culturally, and linguistically competent manner to improve beneficiary health and well-being of WCC students. In addition, education and learning opportunities will also be available for both WCC students and staff to increase knowledge of healthy living habits and services available to them. 
 
The initial term of this agreement is from September 1, 2020 through June 30, 2023 with contributions from HHSA and the District, in a total amount of $630,000, as follows:

The Memorandum of Understanding also provides for optional extension, upon mutual agreement of the County and District as follows:

Staff recommends approval of this Memorandum of Understanding to promote the health and welfare of the WCC student population and to increase WCC student and staff access to healthcare education.

Staff also requests the Director of the HHSA or her/his designee be delegated authority to exercise option years on behalf of the County and issue related notices in conformance with amounts delineated, above.

Competitive Bid Process
A Request for Proposal will be issued to source  a community-based healthcare service provider to provide most of the services contemplated by this project.

No general funds are required by this action. The total amount of this action is $450,000 for the period of September 1, 2020 through July 31, 2023, with an amount of $150,000 for the current fiscal year. These services will be funded by Mental Health Services Act (MHSA).  The amount of $150,000 is included in the HHSA proposed budget for FY20-21 for this fiscal year.

The agreement also includes two one-year extension options for FY2023-24 and FY2024-25 in an amount less than or equal to $150,000. In no event shall the term of the agreement extend beyond July 31, 2025 nor shall the total contract maximum exceed, including the two of one-year extension options, the amount of $ 1,050,000 of which the maximum County contribution totals $750,000.
