Reason for Recommended Action/Background
The “low-rise” trailer will transport the Public Works Division’s new asphalt paver to work sites for pavement related road repairs.  Without a low-rise trailer, Road Maintenance staff have found it extremely difficult, if not impossible, to load and unload the low clearance asphalt paver without damaging the undercarriage of the paver on the trailer.  If purchase of the low-rise trailer is delayed until completion of the regular budget cycle in September, staff will be unable to use the new paver during a major portion of this summer’s construction season.  Early purchase of the trailer will allow county crews to use the new asphalt paver in August.

In the late spring/early summer of 2017, the Public Works Division received delivery of a new asphalt paver.  Subsequent to the delivery, Road Maintenance staff discovered that our current trailers were unable to accommodate the low level paver without potentially damaging the new asphalt paver during trailer loading and unloading.
 
After performing substantial research, staff discovered a “low-rise” trailer available through Advance Metalworking Co., Inc.  It is the only low-rise trailer we have been able to locate with adequate carrying capacity that meets all required federal criteria; which is the reason we do not have multiple bids and will be requesting authorization to sole source the purchase of this specialty transport equipment.   
 
We are requesting authorization to purchase the low-rise trailer from Advance Metalworking Co. Inc. prior to the final 2017-18 budget approval in September.  The sooner we purchase the low-rise trailer, the sooner we can use our new paver to repair our roads.
