Recommended Action
Approve fifth amendment to Agreement No. SE 15-02 with Yolo Family Service Agency (YFSA) increasing the maximum compensation by $2,200 to $41,800 for the period July 1, 2016 through June 30, 2017 to accommodate additional placements and/or longer placement periods for Subsidized Employment Training for CalWORKs clients.

Reason for Recommended Action/Background
Subsidized employment provides employers with financial support for hiring CalWORKs clients in the Welfare-to-Work (WTW) program, with the goal of transferring the client to unsubsidized employment.  Subsidized Employment is a critical component of the CalWORKs Program, in particular for assisting in meeting the WTW program requirements.  Non-profit, private and public agencies contract with Yolo County to provide subsidized employment opportunities to our CalWORKs clients.  These agencies act as the employer of record to provide work experience and training to our clients.  Upon presentation of a properly documented claim, Yolo County reimburses the agency 100 percent of the wages and up to 10 percent administrative costs associated with the placements. 

Under the Expanded Subsidized Employment (ESE) Program created under AB 74, eligible CalWORKs clients are placed for a maximum of six months, unless the county determines the client meets the requirements for an extension.  Extensions may be granted no more than twice, in three month increments.  Extensions may be granted if the additional time will increase the likelihood of either the client obtaining unsubsidized employment with the agency, or the client obtaining specific skills and experiences relevant for unsubsidized employment in a particular field.  Placements are not to exceed a maximum of 12 months. 

In February 2015, the County and YFSA entered into an agreement for YFSA to provide subsidized employment training for CalWORKs clients.  The original agreement started at $16,500 for FY 14-15.  In July 2015, the first option year was executed for FY 15-16, also for $16,500.  A First Amendment was executed in February 2016 to increase the maximum compensation for FY 15-16.  Maximum compensation is increased to accommodate more clients being placed and/or longer than originally anticipated placement periods.  Beginning July 2016, the second option year of this agreement was exercised using a Second Amendment for FY 16-17.  In February 2017, maximum compensation was increased for FY 16-17 to accommodate the placements.  Yolo County Health and Human Services Agency was being fiscally conservative during this time because it was not known how much additional allotment we would receive for this program until we received word from the state government.  Using a Fourth Amendment in March 2017, the maximum compensation was increased again to the level that was anticipated to be needed for the remainder of FY 16-17.  This Fifth Amendment is now being done to increase the maximum compensation again for FY 16-17, because the client placed at the time did not end June 6 as anticipated, but continued on to June 30, 2017.

Yolo County has multiple agreements with this vendor that total over $100,000.  This particular agreement is for CalWORKs Subsidized Employment.  All funding for this agreement comes from Federal and/or State funds through CalWORKs.
