Recommended Action
  1. Approve agreement with the California Department of Public Health to receive grant funding in the amount of $11,025 for the implementation of the Naloxone Distribution Project for the period June 1, 2017 through June 30, 2019; and
     
  2. Delegate authority to the Director of the Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to this Agreement.

Reason for Recommended Action/Background

Emergency Medical Services (EMS) Agency, housed within the Yolo County Health and Human Services Agency (HHSA), was awarded a California Department of Public Health grant to participate in the Naloxone Distribution Project. The purpose of this Naloxone Grant Program is to reduce the number of fatal overdoses in California from opioid drugs, including prescription opioids and heroin, by increasing access to the life-saving drug Naloxone. The grant allows the local public health department to provide free doses of Naloxone to local providers to keep on-site and administer in the event of a potential overdose. Possible locations where the drug can be distributed include: domestic violence shelters, outreach shelters, turning point, homeless programs, jails, library and other locations in the county. Yolo County will receive 300 dosages of Narcan in a one-time shipment. Training will be provided to sites who choose to participate; data will be collected and submitted to the state on use of Narcan.

Approval of this agreement will allow HHSA to receive this grant funding and participate in the Naloxone Distribution Project to reduce the number of fatal overdoses in Yolo County.

Competitive Bid Process:

Bid-competitive Request for Application process with the California Department of Public Health Safe and Active Communities Branch offering grants of Narcan to all 61 local health departments to participate in the Narcan Distribution Project.

No general funds are required for this agreement.  This agreement will provide grant funding for the California Department of Public Health Naloxone Distribution Project in the amount of $11,025 total during fiscal years 2017-18 and 2018-19.  The majority of that total value ($10,500) will be in the form of medication being ordered directly by the state for distribution within the county to medical providers.  There will be no cash exchange or expense incurred by the county for ordering or shipping of the medication.  Only the remaining $525 is anticipated as revenue to apply towards administrative costs.
