Reason for Recommended Action/Background |
The Board must annually adopt the Davis Library Community Facilities District No. 1989-1 Parcel Tax Report. This information must also be on file with the Clerk of the Board and updated annually.
The Library is coming before you today with the updated Parcel Tax Report for fiscal year 2017-18. During 2007, Davis voters approved Measure P, which increases the amount of their parcel tax annually, and changed the basis for the assessment method. The proceeds of this parcel tax are to be used to pay for the cost of additional bonds issued for the purpose of expanding and renovating the Davis Branch Library, as well as providing additional funds for library services. The Yolo County Library currently contracts with SCI Consulting Group to provide Special Tax Assessment Services for the Davis Library CFD 1989-1. They provide the following services: reconciliation and review of boundaries and assessor parcel numbers; tax report and special tax administration services; responding to public inquiries and appeals; and preparation and submission of CDIAC reports. |

There is no direct fiscal impact associated with this action. The County has entered into a three-year contract with SCI Consulting to manage the parcel tax at a cost of $13,500 per year. Services include preparing the Parcel Tax Report, updating forms and managing filed exemptions, adding new parcels and apartments and preparing the California Debt and Investment Advisory Commission (CDIAC) report. |
