| Reason for Recommended Action/Background |
| Currently, smoking at County sites is allowed in areas that are at least 20 feet away from entrances and windows or in designated smoking areas. However, this restriction does not completely protect the visiting public or employees from unwanted secondhand smoke exposure. Eliminating smoking on the grounds of County-owned properties is one of the best options for protecting the well-being of our community and serves as a model for adults, children, and businesses throughout the Yolo County. Such a policy will reduce secondhand smoke exposure, promote smoking cessation by making smoking less convenient, reduce litter created by tobacco waste at County sites, and promote positive role modeling for youth. |
| Collaborations (including Board advisory groups and external partner agencies) |
| Staff collaborated with and received support for the policy from from the Yolo County Health Council. Staff also coordinated with the Employee Council and department heads to make programs and employees aware of potential impacts of the ordinance, receive feedback, and receive requests for technical assistance at County sites. Staff met with the Yolo County Supervisors and Professional Employees Association to discuss impacts to employees and supervisors and options for giving affected employees time to adjust to new smoking rules. Other labor representatives, including Local 39, were notified of the ordinance. Finally, staff worked with representatives of the Sheriff's Office, Probation Department, County Administrator's Office, and the Yolo Emergency Communications Agency to discuss exemptions to the ordinance due to difficulties with employees being able to adhere to the policy at these sites. |
