Recommended Action
  1. Approve cooperative agreement between U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) and the County of Yolo regarding hiring and grant management practices; and
     
  2. Approve addendum to the cooperative agreement between U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) and the County of Yolo regarding description of activities.

Reason for Recommended Action/Background
The Board reviewed and approved the 2017-18 Notice of Grant Award from the Federal Health and Human Services Administration for Children and Families' Office of Refugee Resettlement (ORR) under the condition that comments and concerns raised in the item's initial public hearing, regarding federally placed minors who are granted asylum, be addressed. As a standard part of the management for the ORR Grant award, an operational MOU between ORR and all award agencies is developed to guide hiring practices, administration and operational planning and ensure grant compliance. Chief Probation Officer Brent Cardall assigned Institutional Director F. Ray Simmons to negotiate this MOU on behalf of the County.

Board approval of this agreement is required in order to maintain full compliance with the requirements of the ORR grant.  The agreement and addendum relate almost exclusively to the County's obligations as a grantee and, consequently, the documents do not address ORR commitments made in connection with Board and public concerns about the program generally.  Staff understand, however, that ORR is actively addressing those commitments through a separate process that includes modifying policies and procedures applicable to its unaccompanied alien minor program.
