Recommended Action
Approve seventh amendment to Agreement PO 1030 with Yolo Wayfarer Center, dba Fourth and Hope, to increase contract amount by $42,000 for 2017-18 for Child Welfare Residential Treatment services, for a contract maximum amount of $784,965 for the period from July 1, 2014 through June 30, 2018.

Reason for Recommended Action/Background
This agreement with Yolo Wayfarer Center provides substance use disorder services for eligible adults, including residential treatment services for families receiving Child Welfare Services. 
 
This amendment is needed in order to increase the Child Welfare Services funding to align with actual expenditures for 2017-18.
 
The previous amendments related to this agreement were approved by the HHSA Director, pursuant to Minute Order No. 15-31, item No. 9, approved by the Yolo County Board of Supervisors on March 10, 2015, regarding agreements containing residential 24/7 care to services to children, youth and adults. The HHSA Director had delegated authority to execute the agreement and any amendments to same, as long as the contract total is $350,000 or less per fiscal year.
 
This signing authority has been revoked and a new procurement policy was approved by the Board on March 20, 2018, per Minute Order No. 18-55, Item No. 32, stating the Director of the Health and Human Services Agency may award and execute contracts to procure residential 24/7 care services and services from institutions for mental disease, provided the contract total is $100,000 or less per fiscal year.
 
This seventh amendment is being presented to the Board for approval, as the aggregate fiscal year amount now exceeds the $100,000 threshold, and therefore requires Board approval.
 
The performance measures for this agreement have been updated in the current Yolo Wayfarer Center substance use disorder agreement for the period July 1, 2018 through June 30, 2020, approved by the Board on June 26, 2018.

County Counsel has approved this amendment as to form.
Competitive Bid Process
On July 31, 2007, the Board of Supervisors granted approval to the Department of Alcohol, Drug, and Mental for certain exceptions to the contract procurement policy. According to this approval, this contract was procured through the “Any Willing Provider” designation and was exempt from the competitive bid process.
 
On February 26, 2018, HHSA issued a Request for Proposal (RFP) seeking contractors to provide Substance Use Disorder Adult Continuum of Care services to eligible Yolo County residents. This included the ongoing residential treatment services that would replace this agreement effective July 1, 2018.
 
HHSA received eight proposals from this solicitation. All proposals were evaluated and the following proposals were determined to meet all the required qualifications necessary to successfully provide these services: CommuniCare, Turning Point, Progress House, Community Recovery Resources, Yolo Wayfarer Center, BayMark and CORE. Because these proposals were considered to be of high quality, they will be offered a contract to provide these identified services.
 
On June 26, 2018, the Board approved the new substance use disorder agreement with Yolo Wayfarer Center for the period July 1, 2018 through June 30, 2020.
