Receive a presentation regarding electronic nicotine delivery devices (ENDD) and electronic cigarettes; and authorize Health and Human Services Agency staff to coordinate with County Counsel in developing a County policy to prohibit the use of ENDDs or electronic cigarettes in public places where California law prohibits the use of traditional cigarettes. Recommended Action
  1. Receive a presentation regarding ENDDs and electronic cigarettes; and
     
  2. Authorize HHSA staff to coordinate with County Counsel in developing a County policy to prohibit the use of electronic nicotine delivery devices (ENDDs) or electronic cigarettes in public places where California law prohibits the use of traditional cigarettes.

Reason for Recommended Action/Background
Since their introduction in 2007, ENDD use has nearly tripled among Yolo County youth. Recent research indicates that the aerosol or vapor expelled from ENDDs contains toxic chemicals not intended to be ingested. Furthermore, these products are not regulated and contain nicotine as well as many ingredients that are unknown to the consumer. To combat the negative impact, many communities across the nation, including the cities of Davis and Woodland, have adopted local ordinances prohibiting the use of ENDDs in the same public places where traditional cigarettes are currently prohibited by state law AB13. The majority of these places are workplaces where employees and the public have been protected from the dangers of secondhand smoke since 1994.
