| Reason for Recommended Action/Background |
On May 23, 2017 the Yolo County Board of Supervisors received a presentation from the Child Welfare Services Division of the Health and Human Services Agency regarding an increased demand for supervised visitation. In an effort to meet the increased demand, staff proposed two short-term strategies, including:
- Initiating a third amendment to agreement No. 2015-0060 with CommuniCare to augment fiscal year 2017-18 funding for supervised visitation by $60,000 for a total of $360,000; and
- Seeking any willing provider(s) to execute additional one-year, supervised visitation contract(s) for a total of up to $216,600.
Staff has begun implementing the above actions, and is now requesting that the Board delegate authority to the County Administrator to execute all necessary documents associated with these actions.
Current Contract Authority of the County Administrator
Pursuant to County policies and procedures, the County Administrator can authorize contracts that meet the following criteria:
- The contract is less than $100,000 in value;
- The contractor is selected by a competitive process; and
- The contract form is in accordance with a form approved by the Board.
Recommended Changes to Contract Authority of the County Administrator
Based on recommendations from the Child Welfare Services Board Subcommittee, staff is requesting that the Board delegate additional authority to the County Administrator (and/or his designee) to sign and execute all documents, agreements, forms and amendments related to child welfare services supervised visitation contracts. The scope of the authority will be limited to an amount of up to $276,600 and will end on June 30, 2018. Additionally, the County Administrator will structure the contracts to operate on a reimbursement basis. This will ensure that the services are commensurate with demand.
Staff is seeking this delegation of authority for two reasons. First, it will expedite the process of getting contracts in place, which will allow Child Welfare Services to quickly meet the increased demand for supervised visitation. In turn, this will expedite providing workload relief for Child Welfare Services employees. As noted on May 23, staff estimates that internal Social Work Practitioners cover 539 hours per month of supervised visits. Of those 539 hours, staff estimates that at least 351 are overtime hours to accommodate after hour requests. |

While there is no fiscal impact associated with this agenda item, the social services budget may not support the up to $276,600 cost associated with increasing its supervised visitation contracts. Staff will prepare a budget resolution and include it as a future agenda item for formal board consideration if needed.
