Background

The Northern California Construction Training (NCCT) program at the Yolo County Fairgrounds is a branch of the NCCT non-profit organization; which has operated in the region for nearly 25 years. It provides pre-apprenticeship training programs for adults and juveniles, including those in-custody or on probation/parole, to prepare them for entry into apprenticeship training programs in a variety of construction trades. There are low barriers to entry into the programs and they are provided at no cost to the student.

Students receive training in the classroom as well as hands-on building experience in construction trades work while under the supervision of a journeyman carpenter. The classes include preparation for apprenticeship entry exams and assistance with obtaining a GED for those without a high school diploma. Upon completion students are offered the opportunity to join a paid construction trades apprenticeship training program of their choosing; when positions are available. Ultimately, the work of Yolo County Fairgrounds NCCT benefits the community through the no cost training and job placement it provides to individuals as well as the low-cost construction projects students conduct throughout the area.

Service Capacity at Yolo County Fairgrounds

NCCT at the Yolo County Fairgrounds operates with a classroom capacity of up to 35 individuals during their morning adult program with an average enrollment at any give time of 23 clients for the 2016-17 FY.  The program started the year with 21 enrolled, and received 41 referrals that successfully engaged.  Along with receiving construction training certifications, including an 8 hour Hazardous Materials, 10 hour OSHA Training, and 40 hour Hazwhopper Training, the students in the program also may receive direct client placement into pre-apprenticeship training into the local Laborers', Carpenter's, Cement Mason's, and Iron Worker's unions. For the year, 21% of active participants successfully completed the program and 33% of active students maintained employment while enrolled in the NCCT Fairgrounds Program.

The program supports low-cost community construction projects including remodeling 3 offices at the Public Defender's Office, bike restoration for the Probation Bike Program, a community sandbox project, Yolo County Fairgrounds building restorations and bench and picnic table replacements, Winter Holiday crafts projects, and a number of community requested repairs.

Reason for Today's Recommended Action

In 2014, NCCT was successfully awarded a Pomona Fund Grant by the Board of Supervisors to establish vocational education services at the Yolo County Fairgrounds.  To transition the services to be a sustainable part of the criminal justice service re-entry continuum, the County Administrator's Office and Probation Department established a funding transition to support ongoing operations.  That agreement was established in April of 2015 and, under County Purchasing Policy, allows for up to 3 years of funded service under the existing agreement. 

Staff recommend the Board approve the attached amendment extending the term of service an additional nine (9) months for a total term beginning April 1, 2017 and ending March 31, 2018 and increase total compensation for services by $60,000 for this period.  During the Fall and Winter of 2017-18, Probation staff will organize and administer a procurement process to establish a new service contract for this scope of services beginning April 1, 2018.
