Receive a presentation on CommuniCare Health Centers substance use disorder contracts, review outcome measures for current fiscal year and share the proposed outcome measures moving forward; and approve agreement with CommuniCare Health Centers, Inc., in the amount of $310,000 to provide Alcohol and/or Other Drug, and Mental Health treatment services for California Work Opportunity and Responsibility to Kids Employment Services (CalWORKs) clients for the period of July 1, 2017 through June 30, 2018. Recommended Action
  1. Receive a report on CommuniCare Health Centers substance use disorder contracts, review outcome measures for current fiscal year and share the proposed outcome measures moving forward; and
     
  2. Approve agreement with CommuniCare Health Centers, Inc., in the amount of $310,000 to provide Alcohol and/or Other Drug (AOD), and Mental Health (MH) treatment services for California Work Opportunity and Responsibility to Kids Employment Services (CalWORKs) clients for the period of July 1, 2017 through June 30, 2018.

Reason for Recommended Action/Background
Action Item A:

On April 25th the Yolo County Board of Supervisors received an update from staff regarding the Yolo County Health and Human Services Agency’s Request for Proposal (RFP) process.  The Board requested that the Agency make several improvements to the process based on this information. Additionally, on June 6th, the Board requested that the Agency provide an overview of CommuniCare Health Centers substance use disorder contracts and outcome measures. Below is a summary of progress made to date regarding these requests.
 
During the presentation on April 25th regarding the Agency’s Request for Proposal process, the Agency proposed several improvements, which were supported by the Board. These improvements included:
  • Developing an annual calendar which indicates what service will be out to bid and the anticipated date of bid opening.
  • Marketing the RFP opportunity in advance. 
  • Providing for additional time to prepare a proposal for an RFP.
  • Conducting exit interviews and/or surveying vendors who viewed the RFP and did not prepare a proposal. 
  • Expanding participation on the proposal rating committee. 
The Agency has begun implementing these improvements. Since April 25th, the Agency has surveyed all vendors that viewed RFPs in BidSync about their reasons for not applying for those RFPs.  Additionally, the Agency held a comprehensive RFP review with all providers who attended June’s Provider Stakeholder Workgroup meeting in an effort to gather more robust information. The Agency is currently working on compiling all of the feedback from both of these efforts and can provide a more detailed report to the Board once this analysis is completed. The Agency is also preparing to host a bidder’s conference to disseminate information regarding an upcoming round of RFP related to the Mental Health Services Act.
 
In regards to the CommuniCare substance use disorder contracts and their outcomes the following have been developed: 
  • CommuniCare Health Centers Performance Outcome Measure Report fiscal year 2016-17 (Attachment B)
  • PowerPoint presentation (Attachment C) to be received by the Board highlighting the fiscal year 2017-18 contracts, results based accountability performance measures, current outcomes data and plans for moving forward, including holding a competitive bidding process for all substance use contracts in fiscal year 2018-19. 
Action Item B:
 
CalWORKs is a statewide assistance program that provides support to eligible families in California. The employment and training program, referred to as CalWORKs Employment Services (CWES) provides services to CalWORKs families to help remove barriers to employment.  Services may include mental health services and/or substance use disorder treatment services in an effort to remove barriers to employment for families and to support family stabilization through the public assistance to work transition.  The County has a mandate from the California Department of Social Services to implement mental health services and substance use disorder treatment services for CalWORKs eligible recipients.
 
Yolo County has historically had a joint contract (1) with Child Welfare to service our CalWORKS and Child Welfare Cross-Over cases mental health and substance abuse needs as well as a separate contract (2) to provide in-house substance abuse and mental health services to non-Child Welfare CalWORKS clients. These two contracts essentially provided the same services to CalWORKS clients. We have combined both contracts into one contract for reduced administrative burden and some cost savings. This contract was last RFP’d with this vendor in 2014. This contract is scheduled to be competitively RFP’d out at the expiration of this contract in 2018 if the Board approves today.
