Adopt Authorized Position and Salary Resolution to implement changes in the Community Services and Health and Human Services Agency, approve an accelerated vacation accrual rate and starting vacation balance for an unrepresented Deputy County Counsel III, and adopt PERS Resolution setting the amount of the County contribution for health insurance for the Supervisor and Professional Employees Association. Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement changes in the Community Services and Health and Human Services Agency;
     
  2. Approve an accelerated vacation accrual rate in the amount of 4.62 hours per biweekly pay period (three weeks per year) and starting vacation balance of 120 hours for newly hired Deputy County Counsel III, Jennifer Magee; and
     
  3. Adopt PERS Resolution setting the amount of the County contribution for health insurance for the Supervisor and Professional Employees Association.

Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution.

From time to time, staff recommends Board approval of accelerated leave accruals and starting leave balances upon hire for highly qualified individuals in unrepresented positions.  Human Resources recommends approval of accelerated vacation accrual in the amount of three weeks per year and a starting vacation balance in the amount of 120 hours for Jennifer Magee who has accepted the County Counsel's offer for a vacant Deputy County Counsel III position.  Jennifer comes to the County with 19 years of experience in a nearby California county.

The Memorandum of Understanding (MOU) with the Supervisor and Professional Employees Association requires the County to adjust the amount of its contribution toward health insurance premiums annually in an amount not to exceed three and one-half percent (3.5%) based on the January medical care component of the Consumer Price Index.  Adoption of the attached Resolution fixing the employer contribution for members of the Yolo County Supervisor and Professional Employees Association is required to comply with negotiated MOU language.  After June 2018, the annual CPI adjustment language is deleted per the contract negotiations that were concluded in November 2016.
