Recommended Action
  1. Approve amendment agreement with Northern Recycling, LLC for operation of the organics processing and transfer facility at the Yolo County Central Landfill from July 1, 2017 through July 1, 2018 unless terminated sooner; and
     
  2. Authorize the Chair of the Board of Supervisors to sign the agreement.

Reason for Recommended Action/Background
Yolo County Central Landfill (landfill) is a regional waste disposal site for the Cities of Woodland, Winters, West Sacramento, Davis and unincorporated Yolo County. It also provides comprehensive solid waste and recycling services which help each jurisdiction meet AB 939 requirements of 50% diversion.  

Recent passage of AB 1826 requires the state’s commercial sector, including restaurants, supermarkets, large venues and food processors, to separate their food scraps and yard trimmings and arrange for organic recycling service. As a result, in May 11, 2016 the landfill division issued a request for proposal (RFP) for green waste and food waste/green waste mixture recycling. The scope of this RFP was to operate a simple transfer facility, with the composting activities occurring at an off-site facility under a short-term agreement, while the landfill division permits and constructs its own anaerobic composter for green waste and food waste. On July 12, 2016 the Board of Supervisors approved the award of an agreement to Northern Recycling for off-site composting.

Since that time the County has been working on the design and permitting of the anaerobic composter while Northern Recycling has been working on relocating it's operation from the Zamora composting facility to the landfill. The future facility at the landfill will process and transfer green waste and food waste to the anaerobic composter and operate a composting facility on top of a closed landfill cell. The permitting process for both of these projects are under way, but additional time is needed for completion of these projects. As a result, the current agreement (16-113) with Northern Recycling needs to be extended until the new facility is ready for operation.

The County and Northern Recycling wish to extend the agreement and increase the per-ton price paid by the County as a result of increases to transportation and fuel costs.  The increase of $1 per ton will take effect on January 1, 2018. The County will also increase it's rate charged to Northern Recycling for waste disposal by $4 per ton and green material and wood waste by $2 per ton delivered to the landfill.
