Reason for Recommended Action/Background |
Sacramento County is in the process of decommissioning the wastewater treatment plant ponds at the Sacramento International Airport. As part of this decommissioning, Sacramento County solicited bids from contractors to perform the decommissioning work, which among other things includes removal of soil, biosolids, and rock slope protection from the ponds and hauling them to a landfill for disposal or beneficial reuse. During the bidding phase of the project, numerous contractors contacted the yolo County landfill to inquire about the possibility of the landfill accepting this material and any associated costs involved. Landfill staff provided cost estimates to contractors to accept the various materials at the landfill based on the material type and the estimated cost to utilize the material.
All of the material from the Sacramento County’s decommissioning project can be used beneficially in the day-to-day operation of the Yolo County landfill. The soil can be used for landfill cover. The biosoilds can be used for landfill daily cover or as a soil amendment for the final closure of landfill modules. The rock slope protection (cobbles) can be used to create all weather access roads at the landfill.
Sierra National was awarded the contract for the decommissioning work and an initial waste acceptance agreement with the landfill was negotiated whereby Sierra National would pay up to $90,000 for the landfill to accept material from the decommissioning project. This first revenue agreement was under the signature authority of the Director of Community Services because it was below the recommended $100,000 revenue agreement limits. The proposed amendment would increase the total revenue agreement over the $100,000 limit for Department Head signature and therefore requires Board approval.
The total amount of material Sierra would like to bring to the landfill is estimated to be up to 10,000 tons of biosolids (revenue potential of $125,000), 10,500 tons of cobbles (zero revenue but very beneficial in landfill operation) and 30,000 tons of soil (revenue potential of $150,000). If most of this material comes to the landfill, it will exceed the revenue cap of the original agreement. Given the overall advantage to the County of accepting this material, whether through direct revenue or beneficial use, staff is recommending the Board approve this amendment. |
