Reason for Recommended Action/Background
The Indian Health Service (IHS) is proposing to construct and operate a 40,000 square foot Youth Regional Treatment Center on a 12 acre site on the DQ University property outside the City of Davis. The facility would provide substance abuse treatment services to American Indian/Alaska Native youth throughout the northern California region. The County has previously expressed concern to IHS representatives regarding the siting of the facility and impacts on flood control, traffic, agricultural lands, emergency access etc., as articulated in the attached comment letter sent to IHS in October 2015 (Att. A).

The County has since had subsequent meetings with IHS to address these issues; discussions with IHS to resolve these issues is ongoing and Community Services staff has met with IHS staff several times to provide more detailed technical feedback on traffic and flood control impacts. To address the County's concerns related to traffic safety impacts generated by the proposed driveway from facility to CR31, the IHS Sacramento District Office, conducted a traffic study, which affirmed the need for a left turn pocket into the facility's driveway. The District Office then transmitted this report and request to augment the project to include the left turn pocket improvement to IHS HQ. However, the initial response from IHS HQ indicates that IHS will not include this improvement in the final project. Staff is working with Congressman Garamendi's Office to identify potential solutions to ensure the left turn pocket is included in the project. 

In today's presentation IHS will provide an overview of the project, progress to date, and endeavor to answer any questions the Board may have.
