Reason for Recommended Action/Background
On April 12, 2017, HHSA issued a Request for Proposal (RFP) for a qualified community based organization to provide an Early Childhood Mental Health Access and Linkage program. HHSA received two proposals from this solicitation. Both proposals submitted were evaluated and the proposal for the Help Me Grow Program from First 5 Yolo was determined to best meet the required qualifications necessary to implement the program.  The following chart provides a summary of the RFP evaluation criteria and the proposals received:

The attached contract with First 5 Yolo for Help Me Grow Yolo (HMG) will provide programming for universal mental health screening to parents and their children ages 0-5 years in order to identify young children who are either at risk of or beginning to develop mental health problems that are likely to impact their healthy development. In addition, this program will connect children and their families to services that would either prevent or intervene early to address mental health problems impacting healthy development. HMG expands and enhances these identification and intervention services in order to further the effectiveness and sustainability of other First 5 Yolo programs, which assist the community in raising children who are healthy and ready to learn.  Ensuring access to the treatment young children need and deserve will mitigate more advanced issues later in life.  HMG provides for this early childhood mental health system approach by creating access and linkage in a multitude of settings from family to school to medical and other service providers.  
 
Approval for this Agreement will support the funding for two HMG Outreach Specialists (2.0 FTE) at Northern California Children’s Therapy Center. The Specialists will expand Child Welfare Services (CWS) outreach to provide additional training and assistance to CWS case workers in assessing and linking children to services, provide follow up on all referrals made by CWS, and connect all foster families to HMG Yolo screenings. They will also provide training to agencies on developmental screenings and training to communities to ensure awareness of HMG and participation in screenings.

Program Purpose

Program Information

Help Me Grow Yolo (HMG) expands and enhances identification and intervention services to young children facing mental health challenges and further the effectiveness and sustainability of First 5 Yolo programs, which assist the community to raise children who are health and ready to learn.
 
HMG allows for prevention and early identification of developmental concerns to allow young children 0-5 years of age access to the treatment they need and deserve, mitigating for more advanced issues later in life. HMG provides for this early childhood mental health system approach to prevention and early intervention, creating access and linkage in a multitude of settings from family to school to medical and other service providers.

There are no general funds required for this Agreement. This Agreement will be funded by the Mental Health Services Act (MHSA), as set forth in Yolo County’s MHSA Three-Year Programs and Expenditure Plan for FYs 2017-2020. First 5 Yolo is also matching the MHSA funds dollar-for-dollar.
